After coming back from a long cancer treatment, Patsy Dan Rodgers, the semi-retired King of Tory Island, is once more confronted with the neglect of the community by its own government.

After being on the edge of evacuation 30 years ago, the King of Tory Island - a Gaeltacht community off the coast of Donegal with its own laws and practices - organises the community to start a new campaign to fight for their rights for safe access across the treacherous 9 sea miles of the North Atlantic ocean that is the Tory Sound.
